Opportunity

New Orleans Riverside at Federal City aims to transform the Federal City neighborhood through a mix of new construction and historic rehabilitation.

Building 10 includes a new 4-story, multi-family apartment complex that offers affordable housing for low-income seniors, aligning with the district’s master plan to create a walkable, mixed-use urban neighborhood. This building is funded by the Louisiana Housing Corporation’s Low Income Housing Tax Credit (LIHTC) pilot program and aims to meet high sustainability standards, including Fortified Gold and Green Enterprise Communities certifications. 

Complementing this, Buildings 4a includes the historic rehabilitation of a 58,600 SF warehouse, which will be converted into 47 market-rate apartments. By utilizing state and federal historic tax credits, the development will preserve the warehouse’s character-defining features while integrating modern amenities shared across both buildings, such as a pool and rooftop terrace. Together, these buildings will create a cohesive and vibrant residential environment that balances affordability, historical preservation, and modern living.

STRATEGY

The project’s overall strategy focuses on creating a pedestrian-friendly environment while blending historic preservation with modern construction. Building 10 is designed to reflect the neighborhood’s historic context, with carefully planned massing, yard setbacks, and façade composition that enhance the streetscape. The project incorporates permeable parking solutions and landscape screening to manage stormwater effectively, while exceeding accessibility standards with 15 ADA-compliant units. Safety and security are prioritized through site lighting and defensible space requirements, ensuring a secure environment with minimal impact on surrounding properties.

For Building 4a, the approach involves preserving the historic character by exposing original features where possible and incorporating loft-style bedrooms to maximize space. Sustainability is a key focus, with permeable open spaces, stormwater management, and the preservation of mature trees along Hebert Street contributing to the overall environmental strategy. Together, the project balances historic preservation, modern living, and sustainability across all buildings.

Outcome

The design of the New Orleans Riverside at Federal City offers enduring value by providing quality, accessible housing that serves the community’s needs while preserving its historic character. Building 10 brings affordable housing for seniors, filling a critical gap in the area and reinforcing Federal City's master plan for a walkable, inclusive neighborhood. By creating ADA-compliant units and ensuring a secure, well-lit environment, the project prioritizes accessibility and safety for residents, enhancing their quality of life.

In transforming Building 4a into market-rate apartments, the project preserves architectural history while incorporating modern conveniences. This historic rehabilitation not only retains the cultural fabric of Federal City but also supports broader neighborhood revitalization efforts. Both buildings exceed environmental standards, contributing to sustainable urban living through thoughtful stormwater management, energy efficiency, and preserved green spaces.
